To all relevant units:

The Journal of Hydroelectric Engineering is a national core journal in China's hydropower industry that integrates theoretical, academic, innovative, and authoritative aspects. It is sponsored by the China Society for Hydropower Engineering, with the editorial office located at the School of Civil Engineering, Tsinghua University. To promote scientific exchange, lead disciplinary development, and cultivate scientific and technological talents, and after being reviewed by the Secretariat of the Society and approved by the Third Session of the Second Pan Jiazheng Hydropower Science and Technology Fund Council, the Editorial Board organizes an annual selection of The Journal of Hydroelectric Engineering Best Paper Award, funded by the income of the Pan Jiazheng Hydropower Science and Technology Fund. The Secretariat of the Society and the Editorial Board of the journal jointly formulated the 'Measures for Selection and Commendation of the Annual Best Paper Award of the Journal of Hydroelectric Engineering (Trial),' which is hereby announced and implemented effective immediately.

Measures for Selection and Commendation of the Annual Best Paper Award of the Journal of Hydroelectric Engineering (Trial)

Chapter I General Provisions

Article 1 the Journal of Hydroelectric Engineering, sponsored by the China Society for Hydropower Engineering (hereinafter referred to as 'the Society'), is a Chinese core journal that mainly publishes high-level academic papers related to hydropower. With the approval of the Society, 'the Journal of Hydroelectric Engineering (hereinafter referred to as 'the Journal') Annual Best Paper Award' is established. These procedures are formulated to standardize the review work.

Article 2 The purpose of the annual selection and commendation of the Journal best paper is to encourage hydropower scientists and engineers to innovate independently, to advocate and encourage them to publish high-level academic papers in this academic journal, to attract outstanding authors from both domestic and international communities, to improve the academic quality and level of this academic journal, and to serve the development of hydropower science and technology in China..

Article 3 The review process follows the principles of openness, fairness, and impartiality and implements the policy of editorial board recommendation, expert review, and excellence recognition.

Chapter II Organization and Implementation

Article 4 The annual selection and commendation activities of the Journal best paper are sponsored by the Society, guided by the Secretariat of the Society, and organized and implemented by the Editorial Board of the Journal.

Article 5 This activity establishes the Expert Committee for the Annual Best Paper Award of the Journal (hereinafter referred to as the 'Evaluation Committee'), mainly responsible for formulating evaluation standards and methods, paper review, and grade evaluation. The Evaluation Committee is led by the Secretariat of the Society, and its members consist of the Editor-in-Chief, Deputy Editor-in-Chief, and well-known experts of the Journal. The term of office of the Evaluation Committee members is 5 years.

Chapter III Recommendation Methods and Requirements

Article 6 The Editorial Board of the Journal issues recommendation notices every year in the first half of the year and provides specific regulations for the current year's selection activities.

Article 7 Members of the Editorial Board of the Journal carry out the recommendation work of best papers of the Journal for the current year according to the requirements of the recommendation notice.

Article 8 Recommended papers should be research papers published in the Journal in the previous year, covering basic research or application research achievements in various disciplinary fields. The topics should be significant, scientifically valid, and innovative, with important impact and influence on scientific development and technological progress and written in a standard format.

Article 9 The nationality of the paper authors is not restricted.

Article 10 Members of the Editorial Board of the Journal can recommend papers within their familiar fields, with a maximum of 5 papers per member.

Chapter IV Review, Standards, Commendation, and Rewards

Article 11 The best paper selection activity is conducted once a year, adhering to high standards and avoiding mediocrity. Each session selects no more than 10 papers, with awards for first, second, and third places, limited to 2, 3, and 5 papers respectively.

Article 12 Review and commendation procedures:

(1) Preliminary review: The Editorial Board of the Journal conducts preliminary review of the papers recommended by each editorial board member, ranks them according to the number of votes, and conducts preliminary review of the papers. Based on the preliminary review opinions, no more than 20 candidate excellent papers are recommended to participate in the Evaluation Committee's evaluation.

(2) Review: The Evaluation Committee conducts review, quantitative evaluation, and grade the candidate papers.

(3) Commendation: The Society announces the award-winning papers for public notice, officially publishes the list of award-winning papers after the public notice period expires, and presents awards at the Hydropower New Year's Eve Party.

(4) Rewards: The award-winning papers are rewarded according to the standards of first prize, second prize, and third prize, with rewards of 10,000 yuan, 5,000 yuan, and 3,000 yuan respectively. The rewards are disbursed from the income of the Pan Jiazheng Hydropower Science and Technology Fund.

Article 13 The criteria for paper grading include four aspects (totaling 100 points):

(1) Importance of the topic (20 points)

① Addresses forefront or pivotal issues within the discipline;

② Offers considerable academic significance or practical value;

③ Contributing to enhancing the scientific influence and competitiveness of the country.

(2) Scientific rigor and innovation (30 points)

① The achievements or progress achieved possess scientific validity, uniqueness, or irreplaceability;

② Substantial breakthroughs or advancements in solving scientific or technical challenges;

③ Occupies a premier position among analogous research endeavors.

(3) Influence and Contribution (30 points)

① Exerts a discernible influence or advancement on scientific development or technological progress;

② Widely recognized or acknowledged by peers;

③ Included in important domestic and international indexing systems, or widely disseminated among peers.

(4) Writing quality and standardization (20 points)

① The paper is written in standard format, characterized by precise language, logical organization, rigorous discourse, and a cohesive structure;

② The content of the paper is comprehensive, with complete referencing and accurate data, tables, and images, ensuring reliability;

③ Proper citation of references.

Chapter V Supplementary Provisions

Article 14 These measures are interpreted by the Editorial Board of the Journal.

Article 15 These procedures shall be implemented as of the date of promulgation.
